When comparing a 14 SEER unit to a 17 SEER unit, the 14 seer typically has a single-stage compressor causing the unit to either run at full speed, or be completely off.
The 17 seer, on the other hand, has a 2 stage cooling compressor, and operates at different speeds. This allows the unit to run more often at a lower setting, keeping temperatures constant throughout your home, while using less energy. The higher SEER also pulls humidity out of your house, at a much faster rate.
